ITEM: AUTHORIZATION TO AWARD CONTRACTS FOR THE 40TH STREET WATERMAIN PROJECT AND RESOLUTION NO. R2016-74 WHICH AMENDS THE FISCAL YEAR 2017 BUDGET AND APPRORIATES THE FUNDS FOR PROJECT EXPENSE
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE WATER AND WASTEWATER FUND MAJOR MAINTENANCE BUDGET FOR FISCAL YEAR 2016-2017 BY ALLOCATING FUND BALANCE TO THE 40th STREET WATER MAIN REPLACEMENT PROJECT; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Authorization to award contracts to multiple vendors for the 40th Street Watermain project, as summarized below, and to approve Resolution No. R2016-74 which amends the Fiscal Year 2017 Budget and appropriates the funds for project expense and ratifies the related emergency procurement purchase order issued October 26, 2016.

EXPLANATION: The 40th Street Watermain Project (Project) is located within the 40th Street right-of-way (Exhibit A - Location Map). The Project includes the removal and disposal of 6,000 feet of 12” ductile iron watermain due to the presence of muck under/ adjacent to the existing pipeline. The existing watermain is located below the proposed centerline of the new roadway. A new replacement watermain consisting of 4,500 ft of 8” pipe and 1,600 feet of 12”pipe, will be constructed below the south edge of the new pavement. The costs associated with this project are summarized below:

The Project must be completed concurrently with the construction of 40th Street so as not to delay the new roadway construction. The roadway construction is being built by Wellington Equestrian Partners as a condition of approval of the Wellington Country Place PUD. Relative to Item #1, staff obtained three (3) written quotes instead of formal sealed bids due to time constraints and Fortiline provided the best price in the amount of $46,960. Staff obtained three (3) written quotes for Item #2 and Ferguson Waterworks provided the best price in the amount of $11,094.46. Relative to Item #3 above, staff is utilizing the services of Eddie Huggins Land Grading Co., LLC., the contractor building the roadway, for a contracted amount not to exceed $140,000. Utilizing the roadway contractor rather than obtaining formal sealed bids is desirable to streamline construction coordination further minimizing delays to the new roadway construction. Item #4 is being procured as a Piggy Back Contract to Palm Beach County, Pipeline Continuing Construction Contract 2016. (WUD-16-013) with Johnson Davis, Inc. Johnson Davis is a local respected underground contractor. The foregoing procurements are proposed and completed in accordance with Chapter 3 of the Village’s Purchasing Manual.

FISCAL IMPACT: The Fiscal Year 2017 Budget Amendment allocates $471,000 from Water and Wastewater Fund Balance to the 40th Street Water Main Replacement project and appropriates the funds for the project expense as attached. This authorization ratifies Johnson Davis purchase order #170203 and issued October 26, 2016 through the Village’s emergency procurement process.
