EXPLANATION: 1) Execute a Change Order with Wharton-Smith, Inc. for the Water Treatment Plant (WTP) Emergency Generator 3 Replacement Project at a cost of $136,252.74.
On May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc. for Various Utility Water and Wastewater Capital Improvement Projects on a Continuing Contract Basis. On July 11, 2023, Council executed a Guaranteed Maximum Price (GMP) amendment for the Water Treatment Plant (WTP) Emergency Generator 3 Replacement project at a cost of $2,940,600.00. Staff is seeking authorization to execute Change Order Two to construct two (2) corrosion control racks which will allow the Village to simulate future all-membrane treatment and future permit conditions with several corrosion inhibitor products. The racks will be at several locations near finished water tanks at the plant and consist of piping, small pumps, electrical and water services, controls equipment, and testing equipment.
The Village of Wellington is systematically transitioning from lime softening to membrane treatment at the water plant to enhance water quality provided to customers. Elimination of lime softening treatment is a fundamental change to the treatment process, and the Village will be required to demonstrate to the Health Department that the appropriate steps have been taken to optimize and ensure the Village maintains a consistent, stable finished water for its customers. In order to complete this process, the water plant needs to complete a formal Corrosion Testing Investigation, which includes building testing racks that allow the water to be treated and tested on a small scale using real-world conditions. The Village has developed a testing program for corrosion treatment and confirmed the protocol with the Palm Beach County Health Department. The approval of Change Order No. 2 for the construction of the corrosion control racks will increase the Contract Price to $3,148,026.28.
2) Execute a Task Order with Kimley-Horn and Associates, Inc. to Provide Engineer Consulting Services for The Testing and Reporting of the Corrosion Rack Treatment Study at a cost of $161,965.00.
On September 28, 2021, Council awarded an engineering services contract (RFQ# 202121) to multiple vendors. As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of the Village's water and wastewater treatment engineering consulting service providers. Staff is seeking authorization to utilize such contract with Kimley-Horn and Associates, Inc. to provide water and wastewater treatment engineer consulting services to the Village.
Under this Task Order, Kimley-Horn and Associates, Inc. will provide administration services and oversight for the eight (8) month testing program duration, laboratory analysis, data analysis, furnishing of certain testing materials, preparation of a Corrosion investigation report, and transmittal of the report to the Palm Beach County Health Department.
