EXPLANATION: The Public Works Department is seeking authorization to award palm tree pruning and root pruning / barrier installation contracts to multiple vendors. Palm pruning entails the aesthetic pruning of a palm to remove all seedpods (both emerging and mature) and fronds that are dead or hanging below the horizontal plane. Root pruning and barrier installation protects existing concrete sidewalks, asphalt pathways/roadways, parking lots and other infrastructure on an as needed basis. Hedges and trees, which have continually migrating roots, border a large majority of Wellington’s existing asphalt and concrete sidewalks causing potential trip hazards.
On October 20, 2025, the Village released Invitation to Bid (ITB) #002-26/MS on DemandStar, seeking qualified vendors to provide these services. The solicitation was also advertised on Palm Beach County’s Legal Notice site. On November 13, 2025, ten (10) proposals were received. One (1) bidder, was deemed non-responsive due to not meeting the minimum qualifications or failure to provide required documentation. Staff recommends awarding primary and secondary contracts as summarized below:

Both the primary and secondary vendors represent the lowest responsive, responsible bidders for each section as summarized on the bid tabulation attached. The secondary vendor will be utilized only in the event the primary vendor cannot provide the required services.
The initial term of the contract is for three (3) years from the date of award with the option to renew for two (2) additional one (1) year periods.
