EXPLANATION: On September 28, 2021, the Village Council awarded an engineering services contract (RFQ 202121) to multiple vendors. As part of this solicitation, Kimley-Horn and Associates, Inc. was selected as one of the Village's consulting firms for water and wastewater treatment engineering services. The contract was renewed with hourly rate increases in 2024 through September 27, 2025. Staff is seeking authorization to utilize the existing RFQ 202121 contract with Kimley-Horn and Associates, Inc. to proceed with Train 1 Post-Treatment and Process Improvement project. This authorization is for the engineering design of the the post treatment system improvements and plant yard piping expansions needed for the future expansion of Membrane Plant 1.
As part of the Villages ongoing phased transition to membrane treatment, the Village of Wellington plans to expand the treatment capacity of Membrane Plant 1 (M1). Expansions to membrane plant 1 will require expansions to the existing post treatment system, degasifiers, scrubbers, associated instrumentation, control systems, and electrical components, new piping to route the membrane-treated water to the expanded post treatment system, and extension of the existing transfer piping to interconnect clearwell 3 and clearwell 4. , The project also includes an extension of the raw water main from the lime plant to Membrane plant 1. This project’s proposed improvements will integrate with the M1 electrical and process control systems, ensuring consistent operation and monitoring. The new system will discharge to Clearwells 3 and 4 by gravity, requiring no additional transfer pumping. Caustic feed system upgrades and relocation of chlorine injection points are also included. The existing degasified/scrubber system will remain as a backup.
Kimley-Horn and Associates, Inc., will serve as the lead consultant for the project, with Hillers Electrical Engineering, Inc. (HEE) as the subconsultant responsible for all electrical, instrumentation, and control design services.
The scope of work includes preparation of preliminary and final design documents, support for permit application submittals with signed and sealed drawings, and bidding phase services. Bidding support will include attendance at the pre-bid conference, preparation of up to three addenda in response to technical questions, assistance with bid review and technical evaluation, and preparation of conformed drawings based on issued addenda. This task order is limited to design, permitting, and bidding phase services. Construction phase services will be procured separately through a future task order.
Staff recommends awarding a task order to Kimley-Horn and Associates, Inc., for the provision of electrical engineering design, permitting, and bidding phase services related to the Train 1 Post Treatment and Process Improvements at the Village’s Water Treatment Plant, in the amount of $406,146.
