A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL EXPRESSING ITS' OBJECTION TO THE POSTPONEMENT OF THE CONSTRUCTION OF THE STATE ROAD 7 EXTENSION PROJECT (60TH TO NORTHLAKE) TO FISCAL YEAR 2020 AND REQUESTING THAT THE STATE ROAD 7 SEGMENT FROM 60TH TO NORTHLAKE BE CONSTRUCTED IN FISCAL YEAR 2016; AND PROVIDING AN EFFECTIVE DATE.
B. RESOLUTION NO. R2015-06 (REQUEST FOR MONETARY SUPPORT FROM THE WESTERN COMMUNITIES COUNCIL, INC. TO ADVANCE SUPPORT OF THE SR7 EXTENSION PROJECT THROUGH THE HIRING OF A LOBBYIST)
RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL APPROVING AND AUTHORIZING MONETARY SUPPORT FOR THE WESTERN COMMUNITIES COUNCIL, INC. TO ADVANCE SUPPORT OF THE STATE ROAD 7 EXTENSION PROJECT (60TH TO NORTHLAKE) THROUGH THE HIRING OF A LOBBYIST; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Consideration and approval of a request for support of the objection to the postponement of the construction of the State Road 7 Extension project (60th to Northlake) to fiscal year 2020 and request that the State Road 7 segment from 60th to Northlake be constructed in fiscal year 2016.
Approval and authorization of monetary support for the Western Communities Council, Inc. to advance support of the SR7 Extension Project (60th to Northlake) through the hiring of a lobbyist.

EXPLANATION: At the December 10, 2014 regular meeting of the Western Communities Council, Robert Diffenderfer of Lewis, Longman & Walker provided a status update regarding the SR7 Extension Project and requested that the members of the Western Communities Council continue to provide assistance in advancing the project.
Mr. Diffenderfer discussed the information regarding the Florida Department of Transportation Environmental Assessment with a Finding of No Significant Impact (FONSI) for the extension of State Road 7 from Okeechobee Blvd. to Northlake Blvd. The WCC subsequently approved the issuance of a draft Resolution objecting to the delay of the construction of the State Road 7 extension project (60th to Northlake) to fiscal year 2020 and requesting that the State Road 7 segment from 60th to Northlake be constructed in Fiscal Year 2016.
This objection is consistent with the recent objection approved by the Palm Beach County Metropolitan Organization (MPO). To summarize, the current adopted program for SR7 is as follows:
1. Construction of SR7 from 60th to Northlake is funded in FY16 at $52M
2. Widening of SR7 from Okeechobee to 60th is funded in FY17 at $26M
3. Replacement of the SR80 ICWW bridge is funded in FY16 at $59M
4. Other MPO priority projects are advancing with new funding available in FY20
The proposed work program contains the following major changes:
1. Construction of SR7 from 60th to Northlake is funded in FY20 at $42M with $8M for mitigation in FY16
2. widening of SR7 from Okeechobee to 60th is funded in FY16 at $26M
3. Replacement of the SR80 ICWW bridge is funded in FY16 at $91M and includes a temporary structure
4. Other MPO priority projects are minimally funded in FY20
On Monday, December 8, 2014, the MPO board approved objecting to the delay of construction of SR7 (60th to Northlake) to FY 2020 and requested construction funding in FY2016-2019 without delaying other MPO priorities.
Commissioner Melissa McKinlay, who was also in attendance at the December 10th WCC meeting, stated that she would discuss the project's delay with the Palm Beach County Board of Commissioners at their December 16, 2014 meeting.
Resolution No. R2015-05 (attached) is a Resolution from the Village of Wellington objecting to the postponement in construction of the segment of SR7 from 60th to Northlake and requesting that this roadway segment remain in Fiscal Year 2016.
Resolution No. R2015-06 (attached) is approval and authorization for the Village of Wellington to extend monetary support to the Western Communities Council, Inc. in the sum of an additional $10,000 toward the continued use of lobbying services.
