EXPLANATION: The Village of Wellington seeks to restore and enhance its urban forest by planting wind-resistant species to support energy efficiency, mitigate urban heat, improve air and water quality, manage stormwater runoff, and expand community access to green spaces.
On July 15, 2025, the Village received the fully executed agreement for federal financial assistance in the amount of $50,000.00 from the Florida Department of Agriculture and Consumer Services (FDACS), in partnership with the U.S. Department of Agriculture Forest Service, to support the Tree Planting Project. This initiative enhances neighborhood aesthetics, promotes environmental sustainability, and contributes to the Village’s storm recovery and long-term beautification goals.
The project will be implemented across two priority areas: Location A – Binks Forest Drive, and Location B – the Pine Trace berm on Village-owned property.
The total project scope includes the procurement and delivery of 154 wind-resilient trees, the preparation of planting sites, installation of irrigation rings, and the physical planting of the trees. Following installation, the contractor will conduct a 60-day grow-in period that includes daily site inspections and watering at least twice per week. During this period, the contractor will also submit photographic documentation and inspection logs in accordance with FDACS reporting requirements. The selected tree species, which include Live Oaks and Dahoon Holly, are native, wind-resilient, and align with Florida-friendly landscaping principles.

The total project cost is approximately $62,500.00. The Village’s required match under the FDACS agreement is $12,500.00, with federal assistance covering $50,000.00 of the total project cost. The Village’s portion will be funded from the Public Works Department Operating Budget. All work must be completed within a six-month project period, with a final deadline of August 31, 2026, unless terminated earlier in accordance with the agreement terms.
Pursuant to the Village’s Purchasing Manual, the purchase of goods and services above are allowable based on the procurement process noted. However, Since the total expenditures for the project exceed $50,000.00 Council approval is required.
Staff recommends authorization to purchase goods and services from various vendors for the wind resilient tree planting project at a cost of approximately $62,500.00.
