ITEM:                     RESOLUTION NO. R2025-29 (AUTHORIZING THE VILLAGE OF WELLINGTON COUNCIL TO ESTABLISH guidelines for the creation, funding, management, and use of the Environmental, Resilience, and Open Space Committed Reserve (the "Reserve")

 

This Reserve is intended to provide financial resources for initiatives that enhance environmental sustainability, improve community resilience to climate and environmental risks, expand and preserve open space, and support related infrastructure investments. This includes the ability to leverage external funding sources such as federal, state, and local grants through the provision of required matching funds.

Palm Beach Polo Foreclosure in 130 Violations Case TO THE NEWLY ESTABLISHED ENVIRONMENTAL, RESILIENCE, AND OPEN SPACE COMMITTED RESERVE (THE "RESERVE") AND TO THE ACME IMPROVEMENT DISTRICT STORMWATER PUMP STATIONS IMPROVEMENTS PLAN.

 

A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2024-2025 BUDGET FOR THE FUNDING OF NEWLY ESTABLISHED ENVIRONMENTAL, RESILIENCE, AND OPEN SPACE COMMITTED RESERVE (THE "RESERVE") IN THE AMOUNT OF $6,000,000 AND TO THE ACME IMPROVEMENT DISTRICT STORMWATER PUMP STATIONS IMPROVEMENTS PLAN IN THE AMOUNT OF $3,300,000; AND PROVIDING AN EFFECTIVE DATE.  

 

REQUEST:                     Authorization pursuant to Resolution No. R2025-29 by Wellington’s Council to establish the Environmental, Resilience, and Open Space Committed Reserve (The “Reserve”) and to appropriate the approximate $9,300,000 proceeds from the Wellington V. Palm Beach Polo foreclosure in 130 violations case.  Resolution No.  R2025-30 Budget Amendment for $6,000,000 or the proceeds amending the Fiscal Year 2024-2025 Budget by establishing the new Reserve and $3,300,000 amending the ACME Improvement District Surface Water Budget for the Stormwater Pump Stations Improvement Project revenue and expenditures.

EXPLANATION:                     During the annual Directions Workshop held with the Village of Wellington Council, the Long-Range Financial Plan is updated and presented.  The recommendations from the April 4, 2025 workshop included the following regarding the proceeds from the Wellington v. Palm Beach Polo Foreclosure in 130 Violations Case in the amount of approximately $9.3 million. 

 

To continue support for environmental, resilient, and open space efforts, Council expressed the desire to establish dedicated funding.  The attached policy establishes the new Committed Reserve and the recommendation is to provide initial dedicated funding of $6,000,000 from the proceeds. 

 

The remaining $3,300,000 is recommended to fund the ACME Improvement District Stormwater Pump Stations Improvement Plan Project which is a multi-year project focused on major renovations and replacement projects for the majority of pump stations in Wellington. 

 

Approval of Resolution No. R2025-30 amends the Fiscal Year 2024-2025 Budget to create and fund the new Reserve and amends the ACME Improvement District Capital Projects Budget for the $3,300,000 appropriation.
