REQUEST:  Authorization to award a contract to Traffic Solutions and Roadscape North Florida, Inc. for Roadway Striping and Pavement Marking Services.

EXPLANATION:  The Public Works Department utilizes a roadway striping and pavement marking contract to install thermoplastic lines, arrows, messages and reflective pavement markers that must be applied to road surfaces after they are repaved.  On April 10, 2014, Wellington released ITB #011-14/JWV seeking qualified vendors for roadway striping and pavement marking services.  On April 30, 2014, five (5) proposals were received, as shown below:

The initial contract term is for two (2) years from date of award and is renewable for two (2) additional one (1) year terms.  Pricing during the first two years of the contract remains fixed.  Staff recommends awarding contracts to Traffic Solutions as the primary awardee and Roadscape North Florida, Inc. as the secondary awardee.  Local preference does not apply since no local vendor's bid was within 5% of the non-local low bidder.  In the event the primary vendor is not available, staff will utilize the services of the secondary vendor.  
 
Staff recommends awarding contracts to Traffic Solutions as a primary awardee and Roadscape North Florida, Inc. as a secondary awardee for anticipated cost of $125,000 annually.
