ITEM: AUTHORIZATION TO AWARD A TASK ORDER TO ARCADIS/RMA FOR ENGINEERING DESIGN SERVICES FOR THE WATER TREATMENT PLANT RENEWAL AND REPLACEMENT PROJECT
REQUEST: Authorization to award a task order to Arcadis/RMA for engineering design services, in the amount of $677,000 for the water treatment plant renewal and replacement project.

EXPLANATION: On October 11, 2011, Council approved Resolution No. R2011-68 awarding a continuing engineering services contract to Arcadis/RMA for engineering services for water and wastewater facilities. A copy of the Resolution and contract are attached as Attachment 1. The scope of this proposed work authorization (task order) is for engineering design, permitting and bidding services for a large renewal and replacement project at Wellington's Water Treatment Facility. A copy of the proposed task order is attached as Attachment 2. This project is part of the current capital improvement program approved by Council and is fully funded. Key project elements include:
1) Replacement and reconfiguration of existing, 40 year old electrical switch gear;
2) Replacement and reconfiguration of existing 40 year old high service pumping facilities;
3) Replacement and reconfiguration of existing 25 year old reverse osmosis treatment trains to improve efficiency, effectively expanding treatment capacity (approx. 0.5 mgd) and leveraging water resources;
4) Refurbishment of RO Building #1, including replacement of original conduit, piping, painting, etc.;
5) Replacement of existing chlorine and ammonia feed facilities, including improved automation;
6) Replacement of existing light fixtures, interior and exterior, with energy efficient LED fixtures;
7) Replacement of existing instrumentation and controllers with more secure and reliable equipment;
8) Additional space (1,000 sf) for operational staff and functions.
The estimated construction cost for these improvements is $8,791,750, including a 15% contingency. This cost does not include engineering services. Including engineering design and construction administration costs, the total project cost is estimated at approximately $9.9 million.
This project was listed in the original Request for Proposals used to procure the continuing engineering services contract with Arcadis/RMA. As such, the award of this task order complies with the CCNA requirements of the Florida Statutes and Wellington's procurement policies.
