REQUEST:  Authorization to award a contract to Close Construction, LLC for the construction of a filter enclosure at the Water Treatment Plant in the amount of $304,280.86.

EXPLANATION:  The gravity filter system is part of the lime softening process at the Water Treatment Facility.  The Florida Department of Environmental Protection and the Palm Beach County Health Department strongly recommend constructing an enclosure on top of the existing gravity filter structure to prevent rainwater and various insects and animals (birds, lizards, etc.) from contacting the water before it is processed though the filter.  The new enclosure will provide additional treatment quality assurance and will allow the entire Water Treatment Plant to become classified as a "4-log" water treatment facility - the highest level achievable.  
 
The proposed structure is a rigid, structural, metal frame with a solid metal deck roof covering the entire top of the filter structure (approximately 36' X 72').  The roof is approximately 9' above the top of the filter deck allowing operators to operate and maintain the filters.  The roof deck will have removable panels allowing for the maintenance of filter equipment and the replacement of the filter media.  The sides will be screened with heavy duty screen.  Operators will access the enclosure through one of two doors.
 
The enclosure was designed and bid with two alternate types of metal - galvanized steel and aluminum.  The price for galvanized steel is approximately $9,600 less expensive than aluminum.  However, aluminum will provide a longer service life (approximately 20%) and is virtually maintenance free.  Therefore, the aluminum frame is recommended.  
 
On July 27, 2014, Wellington released ITB #025-14/DZ on Demandstar. The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On August 27, 2014, two (2) proposals were received.

Staff is recommending award of contract to Close Construction, LLC. of Okeechobee, Florida, the lowest responsive, responsible bidder in the amount of $304,280.86. No protests were received following the issuance of the Notice of Intent to Award the contract. None of the bidders qualified for local preference.
