EXPLANATION: Staff is seeking authorization to:
1) Award a contract to Weiss Construction of Florida, LLC, for the renewal, replacement, and expansion of the Water Treatment Plant, located at 1100 Wellington Trace, as summarized below:
• Reverse Osmosis (RO) Plant No. 1 is approximately thirty (30) years old and can treat approximately 4.5 million gallons a day (MGD) of water. The improvements at RO 1 include complete reconditioning of the plant to extend its life cycle and improve operational efficiency.
• Reverse Osmosis (RO) Plant No. 2 is approximately ten (10) years old and can currently treat approximately 1.8 MGD of water. The improvements at RO 2 include a new treatment train, capable of treating .9 MGD of water and a new high service pump.
• Replacement of ten (10) existing high service pumps that have exceeded their useful life, to improve operational efficiency.
• Complete reconditioning of the existing High Service Pump Building, the Process Control Laboratory, and the construction of a new operations control building.
Generator fuel system improvements, sodium hypochlorite system improvements, a new hydrofluorocilic building and systems, miscellaneous yard piping and associated electrical and instrumentation improvements.
As part of the project, both RO 1 and RO 2 will receive new reverse osmosis membranes. The furnishing of the membrane elements are not included in the contract, will be procured through an owner (Wellington) direct purchase, and will be furnished to the contractor for installation. The purchase of the membrane elements will exceed $25,000 and, pursuant to the Village’s procurement policies, will require prior Council approval.
On March 16, 2018, the Village released ITB# 004-18/DZ seeking qualified firms to provide such services. On May 3, 2018, we received two responsive, responsible proposers as summarized below:

The contracted price of $17,005,300 includes an Owner Controlled Contingency of 10% or approximately $1.7 million. The Village will make owner direct purchases, when feasible, in order to capitalize on sales tax savings.
2) Approval of Resolution No. R2018-33 amending the Utility Capital Projects Budget for fiscal year 2017-2018 by allocating Utility unrestricted fund balance in the amount of $3,500,000, in order to allocate the required funds to complete the project.
Staff recommends awarding a contract to Weiss Construction, of Florida, LLC, for the renewal, replacement, and expansion of the Water Treatment Plant, at a cost of $17,005,300 and approval of Resolution No. R2018-33 in order to allocate the funds required to complete the project.
