REQUEST: Approval of Ordinance No. 2017-16, a Zoning Text Amendment to amend Article 6, Chapter 10 of Wellington’s Land Development Regulations (LDR) by creating a Subarea G of the Equestrian Overlay Zoning District (EOZD) and establish development regulations for Subarea G, hangars and airplane landing strip within the EOZD.

EXPLANATION: The applicant is requesting to amend Wellington’s Land Development Regulations (LDR) by creating Subarea G of the EOZD and to establish development regulations for Subarea G, hangars and airplane landing strip within the EOZD.
The request is for development of the 150 acre Flying Cow Ranch project to allow 30 residential/equestrian/aviation lots, clubhouse, maintenance facility and enhance the existing private airstrip. The proposed Subarea G is to establish property development regulations for the unique character of the proposed project with the combined equestrian and aviation uses. The LDR currently has limited regulations for landing strip, taxiway and hangars.

RECOMMENDATION: Equestrian Preserve Committee (EPC) recommended approval (6-0) of the Zoning Text Amendment 16-110 (2016-47 ZTA) at their October 4, 2017 meeting, as presented by staff with the recommendation that stables within Subarea G be limited to four (4) stalls per acre.
