2) RESOLUTION NO. R2025-21 (AMEND FY2024-2025 TRANSPORTATION IMPACT CAPITAL FUND BUDGET FOR FDOT LAP AGREEMENT FUNDS)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL AMENDING THE FISCAL YEAR 2024-2025 TRANSPORTATION IMPACT CAPITAL FUND BUDGET FOR THE FLORIDA DEPARTMENT OF TRANSPORTATION LOCAL AGENCY PROGRAM AGREEMENT FUNDS AWARDED TO THE C-8 CANAL PATHWAY PROJECT; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: 1) Approval of Resolution No. R2025-20 to enter into a Local Agency Program Agreement with the Florida Department of Transportation for C-8 Canal Pathway Project; and 2) Approval of Resolution No. R2025-21 amending the fiscal year 2024-2025 Transportation Impact Capital Fund Budget for Florida Department of Transportation LAP Grant funds awarded to the C-8 Multi-Use Pathway Project; and providing an effective date.

EXPLANATION: The C-8 Canal Project is a 10-foot wide multi-use pathway along the east side of the C-8 Canal (from CR-892/Forest Hill Boulevard to Stribling Way). The project is approximately one mile in length.
The project includes the installation of approximately 1.0 mile of 10-foot-wide multi-use pathway, and is being installed as part of the “Village Loop Trail” as referenced in the Wellington Comprehensive Plan Mobility Element, Multi-Modal Pathways. The project plans are provided as Exhibit “B”. A copy of the Comprehensive Plan Mobility Element, Multi-Modal Pathways is provided as Exhibit “C”
Wellington has completed the design and LAP certification process for the project and now must enter into the LAP Agreement (attached as part of R2025-20) to move forward with procuring the project. If Council approves the agreement, staff will move forward with the construction contract procurement process. This project will be brought back to Council for final consideration once the procurement process is completed.
The funds for this project will come from the 2024-2025 Transportation Impact Capital Fund Budget (attached as part of R2025-21). The total estimate cost is $710,754.00. Of this amount, FDOT’s contribution will be $526,660.00 and Wellington’s contribution will be $184,094.00. This project will be competitively procured and evaluated for cost savings.
