ITEM: AUTHORIZATION TO AWARD A CONTRACT TO PROVIDE ENGINEERING SERVICES FOR THE SADDLE TRAIL PARK (SOUTH) NEIGHBORHOOD IMPROVEMENT PROJECT AND RESOLUTION NO. R2014-47 FOR BUDGET AMENDMENT #2014-061
RESOLUTION NO. R2014-47: A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL AMENDING THE BUDGET FOR FISCAL YEAR 2014 BY INCREASING REVENUE AND EXPENSE IN THE SADDLE TRAIL PARK CAPITAL SUBFUND FOR DESIGN COSTS OF THE SADDLE TRAIL PARK IMPROVEMENT PROJECT; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Authorization to award a contract to Wantman Group, Inc. to provide engineering services for the Saddle Trail Park (South) Neighborhood Improvement Project, in the amount of $298,960.00 and Budget Amendment.

EXPLANATION: On July 8, 2014 the Village Council authorized staff to negotiate an engineering services contract for the Saddle Trail Park (South) Neighborhood Improvement Project starting with Wantman Group, Inc., the firm ranked highest by the project Selection Committee. The negotiations with Wantman Group are complete. A copy of the proposed agreement, including the Scope of Work and pricing, is attached as Exhibit #1.
As outlined in the Scope of Work, project delivery is divided into three (3) phases: 1) Conceptual Design, 2) Final Design, Permitting and Procurement and 3) Engineering Services During Construction. The proposed Scope of Work provides for public outreach and involvement (public/neighborhood, Equestrian Preserve Committee and Council meetings) and the financing process outlined in Chapter 170 of the Florida Statutes and Chapter 3 of Wellington's Code of Ordinances. The total proposed contract price is $298,960.00.
The funding for all components of this project, including engineering services, will be provided through the proceeds of a bond issue. Until the proceeds of the bonds become available sometime in the Spring of 2015, Wellington will need to provide the funding for all project activities. When the bond proceeds from the bonds become available, Wellington will be reimbursed for all expenses incurred. Including engineering fees, it is anticipated that expenses to be incurred prior to receipt of the bond proceeds will be approximately $600,000.

FISCAL IMPACT: A budget amendment equal to the contract amount is required for this contract since this project has not been formally approved as part of Wellington's Capital Improvement Program.
