REQUEST:                     Approval of Resolution No. R2023-63, a Master Plan Amendment (MPA) to allow a 64-acre mixed-use project known as Lotis Wellington 1 (Lotis 1).

EXPLANATION:                     The applicant is seeking approval to modify the Lotis 1 Master Plan (MP), which includes: 

                     Remove the Congregate Living Facility Type 3 with 150 independent living units and 110 assisted living beds, and daycare facility for up to 210 children Conditional Uses;

                     Increase the multi-family residential dwelling units from 191 to 378 units;

                     Increase the medical office from 40,000 to 50,000 square feet;

                     Dedicate a 0.84-acre cypress preserve and recreation area as Conservation;

                     Add a dog park within the public recreation area;

                     Modify the lake and public greenway tracts; and

                     Amend certain conditions of approval.

At the November 8, 2023 Planning, Zoning and Adjustment Board (PZAB) meeting, the Board recommended approval (7-0 vote) of the applicant’s request per staff recommended conditions as stated in the resolution.

 

At the December 5, 2023 Council meeting, the applicant’s request was postponed to the January 3, 2024 meeting. Council provided Lotis comments and direction to address concerns as it relates to the requested amendment. Below information is from Lotis. 

 

We believe we have made significant progress to address the concerns noted in our last meeting and have provided significant public benefit with the revised plan by expanding the public recreation amenity space and program. Below is a quick summary of the changes that explain the plan revisions.

 

PUBLIC RECREATION

                     PETAL PARK:  Taking the Village Council’s recommendations, we evaluated ways to add public amenity recreation space to the plan to the benefit of all Village of Wellington residents.  Direction was provided that the team should consider reducing the number of buildings to create more open space opportunities which we have done with this newly development plan.  We were able to modify the Pod B Multifamily layout by eliminating the residential building that was proposed in the previous Daycare location.  Making this change has expanded the public park space within the heart of the Lotis 1 development from 1.46 to 1.81 Acres which is approximately a 25% increase.  This new park will allow the gateway to the Greenway to stretch further east and be more visual and accessible from the retail, commercial and medical pods Pod A - The Square at Lotis Wellington and Pod D - The Pavilions at Lotis Wellington.  The new also incorporates the originally planned public Dog Park while also adding a new kinetic all ages playground space and equipment within this new park space.  and makes the Dog Park more accessible.  The overall intention of this space is to function not only as an entryway and terminus to the Greenway and Lake Lotis, but also to serve as a community gathering space and programmable public area with multifunctional purposes and uses.

                     NAMING OPPORTUNITIES:  The Village Council will have the opportunity to dedicate or name the Petal Park, Dog Park, Greenway path and Cypress Preserve viewing areas in honor of Wellington dignitaries, important residents or resident achievers.

 

MULTIFAMILY

                     DENSITY:  Overall density is unchanged from the originally proposed 378 total market rate units, however new proposal has eliminated one building from Pod B - The Residences at Lotis Wellington (Building 10: 2 stories and 16 units) and increased the density of Building 11 (went from 16 units and 2 stories to 4 stories, 30 units and 4 garage spaces).  The scale of this updated building will match the rest of the non-townhome buildings in the Residences and also play well against the 3 story office buildings (Pod D - The Pavilions at Lotis Wellington - Buildings 8 and 9) across the street.  In Pod C - The Flats at Lotis Wellington, Buildings 24 and 25 modestly increased from 11 units to 12 units each, a modification which eliminated the side-load garages and allowed for an increase to the parking space count for Pod C.

                     PRIVATE RECREATION:  Pod C - With this change of the plan the residential “Flats” private recreation area was able to be significantly improved. By moving the Dog Park eastward to the Petal Park, we were able to utilize this space for a new children’s playground for the residents as well as a new recreational lawn space where a parking lot was modified.  These changes certainly will be beneficial to the future residents of the community. 

 

The amended master plan is provided as Resolution Exhibit B and conceptual site plan is provided as Staff Report Exhibit A.
