REQUEST: Authorization to negotiate contracts, with multiple firms, for water and wastewater treatment engineering as well as water distribution, wastewater collection and paving, grading and drainage engineering, and related consulting services.

EXPLANATION: On June 1, 2015, pursuant to the Consultant’s Competitive Negotiations Act (CCNA), the Village released RFQ# 011-15/ED, seeking qualifications from firms interested in providing engineering services to the Village. The Selection Committee independently reviewed and scored proposals from seven (7) engineering firms for water and wastewater treatment engineering and seventeen (17) firms for water distribution, wastewater collection and paving, grading and drainage engineering. On July 28, 2015, the Selection Committee short listed the following firms for further award consideration:

On August 12, 2015 and August 27, 2015, the Selection Committee interviewed team members from each of the short listed firms and independently scored and ranked each firm. Based on the results of the interview scoring, the Selection Committee recommends entering into contract negotiations and establishing rate schedules with the following firms:

The term for any negotiated contract is three (3) years with the option to renew for two (2) additional one (1) year terms. All professional consulting work will be on an as needed basis, and will be assigned by executing a work authorization with an awarded firm. Execution of professional consulting agreements only establishes the terms, conditions and hourly rates for the service, if needed.

FISCAL IMPACT: There is no fiscal impact until work is assigned. Costs for engineering services relating to Capital Improvement projects are included within the project budget. General engineering studies are budgeted within the construction and engineering departmental operating budget.
