ITEM: AUTHORIZATION TO AWARD A TASK ORDER TO THE UNIVERSITY OF SOUTH FLORIDA, FLORIDA INSTITUTE OF GOVERNMENT FOR A STRATEGIC PLANNING PROCESS
REQUEST: Authorization to award a task order to the University of South Florida (USF), Florida Institute of Government (FIOG) for the strategic planning process for $199,135.15.

EXPLANATION: The Village of Wellington effectively engaged the USF, Florida Institute of Government in a partnership with the Collaborative Labs at St. Petersburg College to prepare a strategic plan and to assist the Village to better understanding the collective vision and priorities in the community.
The next steps in the strategic planning process include Phase Two: citizen input and feedback and Phase 3: Plan Design. USF-FIOG will conduct planned communication outreach, Town Hall citizen engagement sessions, and various workshops and meetings. Utilizing the feedback and input obtained and information from survey data analysis, USF-FIOG will then prepare a strategic plan. The scope of the project is provided along with a timeline.
Pursuant to the Village’s Purchasing Manual, services provided by other governmental entities (i.e. Federal State, County, or non-profit organizations as permitted by F.S., 255.60) are exempt from competition. However, due to the amount, Council approval is required.
Staff recommends awarding a task order to the University of South Florida, Florida Institute of Government for the strategic planning process for $199,135.15.
