ITEM: AUTHORIZATION TO AWARD CONTRACTS FOR WELLFIELD REHABILITATION AND MAINTENANCE AND APPROVAL OF RESOLUTION NO. EXPLANATION: The Utility Department owns and operates eighteen (18) wells. These wells are the source of water for Wellington’s drinking water system. These facilities are critical infrastructure and must be properly maintained. The contracts will be utilized for service to these wells on an as needed basis. The contracts are structured so that the Utility Department can select individual tasks, each with a specific unit price, to address particular issues with each well on an as needed basis. In an effort to provide flexibility and access to required services, it is recommended to award contracts to the two (2) vendors submitting bids. Pricing will be the primary criteria used for selection of the contractor, followed by availability and timeframe to complete the work.
On October 14, 2015, Wellington released ITB #017-15/DZ on Demandstar seeking qualified bidders to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On November 12, 2015, two (2) proposals were received.
The total bid prices, shown in the table below, reflect the projected quantity of each work item over the total term of contract (1 year plus 4 additional 1 year terms), multiplied by the unit price (for each work item) provided by the vendor. These totals were used only to determine the lowest, responsible, responsive bidder with the lowest bidder serving as the primary vendor. These totals do not reflect the actual amount of award. The actual amount of award (total between the vendors for the first contract year) for this request is $180,000. The initial term of the contract is for one (1) year from date of award with the option to renew for four (4) additional one (1) year terms. Renewal of contracts for years beyond the initial one (1) year term, and associated dollar amounts, will be presented to Council for approval.
In sum, staff is requesting and recommends Council to award contracts with each vendor (listed below) approving the unit pricing provided by each vendor and a total contract amount (between the two vendors) not to exceed $180,000. All Webb Enterprises, Inc. is recommended as the primary vendor and Florida Design Drilling Corp is recommended as the secondary vendor in the event the primary vendor is unable to perform.

FISCAL IMPACT: A budget amendment is required. The funding for this work is currently included in Wellington’s adopted Capital Improvement budget for the Utility Department. Approval of Budget Amendment No. 2016-011 will authorize funding for this work ($180,000) from the Capital Budget to the Water Treatment Facility Operating budget with no net budget impact.
