EXPLANATION:                     The Village has approximately 20,700 water meters used to record consumption and generate customer water bills. Wellington last completed a mass meter replacement project in 2009. Water meter accuracy degrades over time with steeper degrades after 15-20 years of use and are due to be replaced. The Utility Department has been planning a Meter Replacement Program over the last few years. The meter reading technology will be upgraded from a once-per-month drive-by system (AMR) to a networked (AMI) system using existing cellular infrastructure to obtain real-time water usage readings.

 

Staff is seeking authorization to:

1. Award contracts to Badger Meter, Inc. for AMI Technology Package (Component 1) in the amount of $5,109,996.06 and RTS Water Solutions, LLC for Meter Installation Services (Component 2) in the amount $1,784,141.51 as part of the Cellular Advanced Metering Infrastructure Project. 

 

On January 8, 2025, Wellington released RFP#202504 Cellular Advanced Metering Infrastructure Project on Demandstar. The solicitation was also posted on Palm Beach County’s Legal Notice site and Wellington’s website. On April 4, 2025, five (5) firms submitted proposals  as summarized below:

 

                     Component 1 - AMI Technology Package

o                     Badger Meter Inc.

o                     Empire Pipe & Supply Company, Inc.

o                     National Metering Services, Inc.

 

                     Component 2 - Meter Installation Services

o                     HST Utility, Inc.

o                     National Metering Services, Inc.

o                     RTS Water Solutions, LLC

 

On May 22, 2025 the selection committee met and recommended staff negotiate a contract with Badger Meter Inc. for Component 1 - AMI Technology Package. In addition, the committee  scored, and short-listed multiple firms for Component 2 - Meter Installation Services.  Presentations and interviews for Component 2 were held on June 23, 2025 and the committee recommended staff negotiate a contract with RTS Water Solutions LLC.  Staff negotiated contracts with both vendors to provide the goods and services as part of the project.

 

The term of the contract with Badger Meter Inc. shall be for 10 years from the date of award, and by mutual agreement Wellington and the awardee(s), be renewable for 2 additional 5-year periods.  The term of the contract RTS Water Solutions LLC shall be for 330 days from issuance of Notice to Proceed.

 

2. Execute a task order with Keshavarz & Associates, Inc, utilizing previously Council approved engineering services contract (Village of Wellington RFQ #202121), to provide construction phase services for the project in the amount of $162,520.00.

 

3. Execute a task order with E Source Companies, LLC, utilizing previously Council approved consulting services contract (City of Beverly Hills RFP #23-350-17), to provide program management services for the project in the amount of $666,948.00.

 

4. Execute a task order to Holtz Consulting Engineers, Inc. to provide support services for the construction phase for the project in the amount of $98,000.00.  These services are exempt from competition per the Village of Wellington Purchasing Manual.

 

5. Authorize an owner-controlled overall project contingency for $400,000.

 

The project will be funded by the Florida FDEP State Revolving Fund (SRF). The total cost of the approvals above is $8,221,605.57.

 

Staff recommends 1) Awarding contracts for the AMI Technology Package and Meter Installation Services as part of the Cellular Advanced Metering Infrastructure Project, 2) Executing a task order to provide construction phase services with Keshavarz & Associates, Inc., 3) Executing a task order to provide program management services with E Source Companies, LLC., 4) Executing a task order to provide support services for the construction phase with Holtz Consulting Engineers, Inc.; and 5) Authorizing an overall project contingency of $400,000.
