ITEM: AUTHORIZATION TO CONTINUE UTILIZING A CITY OF BOYNTON BEACH CONTRACT AS A BASIS FOR PRICING, WITH DEVLAND SITE PAVING AND UTILITIES INC., FOR LIME SLUDGE HAULING AND DISPOSAL SERVICES

EXPLANATION: The Village of Wellington Utility owns and operates a 4.5 MGD Lime Softening Plant. Lime sludge is a byproduct of the lime softening treatment process. In order to prevent plant interruptions, the Utility needs to ensure that the sludge is removed from the plant at routine intervals.
On February 6, 2024, the City of Boynton Beach awarded Re-Bid UTL24-002, Hauling and Disposal of Lime Sludge, to Devland Site Paving and Utilities Inc for an initial two (2) year term. The City of Boynton Beach recently renewed the contract through February 5, 2027 with two (2) additional one (1) year renewal options remaining. The initial delivered price per cubic yard from Devland Site Paving and Utilities Inc. was $19.98. A pricing increase was not requested by the vendor for this renewal term.
Pursuant to Chapter 3 of the Village's Purchasing Manual, Council authorization is required for purchases exceeding $50,000, even when competitively sourced through a cooperative contract.
