REQUEST: Authorization to renew existing Annual Asphalt Milling and Resurfacing contracts with Ranger Construction Industries Inc. and Wynn & Sons Environmental Construction Co., Inc.

EXPLANATION: The Public Works Department utilizes contracts with Ranger Construction Industries, Inc. and Wynn & Sons Environmental Construction Co., Inc. to provide scheduled milling and resurfacing of roadways, pathway repair and resurfacing, and pathway sealcoating, as well as unscheduled emergency repair and maintenance projects Village-wide.

On August 28, 2012, Council awarded Bid #77-12/ENR for these services to multiple contractors. The initial term of the contract was for one (1) year with a provision for two (2) additional one (1) year renewals. Council authorized the first contract renewal on August 13, 2013 effective through August 28, 2014.

The Public Works Department is seeking authorization to renew the contracts, as described below, for one final year effective through August 28, 2015.

As part of the renewal process, Ranger Construction has requested a minimal price increase on four (4) single unit price items; otherwise, contract unit pricing, terms, and conditions remain unchanged. Community Asphalt, Inc., who was initially awarded the roadway milling and resurfacing portion of the contract as a secondary vendor, was not responsive to the Village's request to renew the contract.

In order to ensure the best pricing, staff compared pricing with similar Palm Beach County and City of West Palm Beach contracts and found that the Village's contracts provided better overall pricing on common items....
