ITEM: AUTHORIZATION TO UTILIZE A PALM BEACH COUNTY CONTRACT WITH WYNN & SONS ENVIRONMENTAL CONSTRUCTION CO., INC., FOR THE BIG BLUE TRACE AND WILTSHIRE VILLAGE DRIVE ROADWAY IMPROVEMENTS
REQUEST: Authorization to utilize Palm Beach County contract #R2016-0230 with Wynn & Sons Environmental Construction Co., Inc., as a basis for pricing, for the Big Blue Trace and Wiltshire Village Drive roadway improvements, in an amount not to exceed $421,660.50.

EXPLANATION: This project is part of the approved FY2016/2017 Capital Improvement Plan and provides a much needed left turn lane on Big Blue Trace at Wiltshire Village Drive. The project generally includes the construction of approximately 440 LF of turn lane, including asphalt roadway, concrete curb, drainage structures and pipe, pavement markings, grading and sodding.
On March 1, 2016, Palm Beach County awarded contract #R2016-0230 (Project #2015055) until February 28, 2017 and subsequently renewed the contract through February 28, 2018. In order to ensure the best pricing, staff compared the Palm Beach County contracted price with similar recently awarded Village unit price contracts, and the Palm Beach County contract provided the best overall pricing for the Village. In addition, the Engineering Department designed this project in-house, saving the Village approximately $80,000 in design costs and time. The project is anticipated to begin on July 5, 2017 and will be completed by the end of August 2017, depending on the weather.
Staff recommends utilizing Palm Beach County contract #R2016-0230, as a basis for pricing, with Wynn & Sons Environmental Construction Co., Inc., a Western Communities local vendor, for the Big Blue Trace and Wiltshire Village Drive roadway improvements, in an amount not to exceed $421,660.50
