REQUEST: Authorization to award a contract in the amount of $1,405,000 to B & B Underground Contractors, Inc. for the water main replacement project in the Block Island neighborhood.

EXPLANATION: The intent of this project is to improve drinking water service reliability and to improve fire flow protection by increasing the amount of water available in the event of a fire. Project elements include the replacement of existing water distribution piping (approximately 2.1 miles of new 8 inch pipe), service lines, meter boxes, fire hydrants (5-1/4 inch) and valves in the Block Island area. Roadways, driveways, sidewalks, swales and other areas affected by the construction activities will be restored and or replaced. Please refer to Attachment #6 for the project location and plans. Residents in the neighborhood have been notified via mail.

On September 21, 2014, Wellington released ITB #029-14/DZ on Demandstar. The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On November 5, 2014, seven (7) proposals were received.

The bid was structured so that bidders could provide deductive pricing for additional time (30 days) and for the exclusion of 4 inch casing for service piping. This deductive pricing was included in determining the lowest bid. However, it does not need to be considered for the determination of the final contract award amount. Southern Underground Industries, Inc., a non-local vendor, submitted the lowest responsive, responsible bid of $1,429,272 as summarized below. Pursuant to Wellington's Local Preference Purchasing Policy, B & B Underground Contractors, Inc. qualified as a local Palm Beach County vendor and submitted a bid within 5% of the bid submitted by Southern Underground.
