EXPLANATION:  One of the end products of the Water Reclamation Facility is biosolids (sludge).  Liquid dispersion polymer is used to process biosolids.  Specifically, it helps to thicken and remove water from the biosolids, prior to the biosolids drying unit for final processing.  The end product is Class AA biosolids, the highest quality biosolids achievable, which is readily sold and used as fertilizer.

On March 11, 2014, Council awarded ITB #048-13/JWV to Southwest Engineers, a non-local vendor, for the supply and delivery of liquid dispersion polymer.  The initial term of the contract was for two years with two additional one-year renewal options.  On February 9, 2016, Council approved the first renewal option, effective through March 29, 2017.

Staff is requesting authorization to exercise the final renewal option with Southwest Engineers, whose polymer meets the performance requirements of the Village, through March 29, 2018, with no price increases, at $1.79 per delivered pound.
