REQUEST: Authorization to award a contract for the construction of the C-23 Multiuse Path and Bridle Trail Project (Option 2) to Rosso Site Development, Inc. in an amount not to exceed $575,000.

EXPLANATION: This proposed award of contract was presented to Council on May 25, 2014. At the May 25th Council meeting, the Council decided not to award the contract and directed staff to present the project to the Equestrian Preserve Committee. Staff presented the project to the Equestrian Preserve Committee at its regularly scheduled meeting on July 9, 2014, which included four (4) options for crossing Palm Beach Point Boulevard. Three (3) of the options were the same options presented to Council on May 25th. A fourth option was developed and presented to the EPC for consideration. All options are described below. The EPC voted unanimously for Option #2. Generally, the EPC believed Option #2 offered the most direct and safest route for equestrians.

Option #1 provides access across Palm Beach Point Blvd for the Multiuse and Bridle paths approximately 32 ft. north of the south right-of-way line of the C-23 canal and approximately 55 ft. north of the gatehouse. The Palm Beach HOA is opposed to this option.

Option #2 provides access across Palm Beach Point Blvd for the Multiuse and Bridle paths along the north right-of-way line of the C-23 canal right of way approximately 120 ft. north of the gatehouse. The Palm Beach HOA is opposed to this option. This is the option recommended by staff.

Option #3 provides access across Palm Beach Point Blvd for the Multiuse and Bridle paths approximately 520 ft. north of the gatehouse. This option will require full roadway realignment and reconstruction of Palm Beach Point Blvd. This is the option preferred by the Palm Beach Point HOA.
