ITEM: RATIFICATION OF EMERGENCY PURCHASE ORDERS ISSUED FOR WELL 8
REQUEST: Ratification of emergency purchases orders issued for Well 8 to Florida Design Drilling, LLC, Mock-Roos & Associates, Inc, and JLA Geosciences Inc in the amount $156,240.18.

EXPLANATION: Well 8 is currently out of service and disconnected from the system due to bacteriological issues. To resolve the issue, on February 11, 2025 a purchase order was issued to Florida Design Drilling, LLC for disinfectant and testing of Well 8 for $14,006.90. On February 25, 2025 more aggressive disinfectant was added to the purchase order in the amount of $9,101.38. These initial disinfections did not resolve the issue, and as such additional services were requested in the amount of $99,506.90 which includes heavy-duty cleaning and disinfection of the well through multiple methods as well as rebuilding the top of the well to be higher than the surrounding grade. To ensure operational continuity and prevent further delays, these additional services were authorized and the purchase order was increased on April 2, 2025 to $122,615.18.
In addition, staff requested that JLA Geosciences, Inc. provide hydrogeologic consulting services which include field oversight during site excavation, casing brushing/swabbing, acidization, chlorination, jetting, and disinfection. On April 2, 2025 a purchase order was issued to JLA Geosciences, Inc. in the amount of $23,660.00. Staff also obtained a proposal from Mock-Roos & Associates, Inc, for engineer services for the site civil and mechanical work for $9,965.
Pursuant to the Purchasing Manual, emergency purchases are exempt from competition in an emergency situation, when the need is the result of a serious and unexpected occurrence and demands immediate action. However, emergency purchases over $50,000 still require Council approval.
