ITEM: AUTHORIZATION TO AWARD A CONTRACT FOR THE INSTALLATION OF A CONVAULT FUEL STORAGE TANK

REQUEST: Authorization to award a contract to Evans Plumbing, Inc. DBA EPI Construction, Inc. for the installation ConVault fuel storage tank in the amount of $119,054.33.

…body
EXPLANATION: The Village's Wastewater Treatment Plant (WWTP) utilizes a 12,000-gallon ConVault diesel fuel storage tank that supplies fuel for the standby generator engine. The existing tank has developed leaks and is not able to be utilized at full capacity. Replacement of the 16-year-old tank is required to maintain reliable backup power for plant operations. On July 28, 2026, Council approved the purchase of the tank ahead of the installation to reduce the overall project costs and project duration. This contract provides for the installation of the Village of Wellington-furnished diesel fuel storage tank and the removal of existing failed tank.

On September 22, 2026, the Village released ITB #021-26/DZ seeking qualified firms to provide such services. The solicitation was publicly advertised on Euna OpenBids (formerly known as DemandStar) and Palm Beach County's Legal Notice site. On October 19, 2026, the Village received five (5) proposals.
