REQUEST: Authorization to 1) Award a Contract to H.C Warner, Inc. for the Purchase and Delivery of a Cartridge Vessel Filter; 2) Award a Contract to Peninsular Electric Distributors for the Purchase and Delivery of a Variable Frequency Drive; and 3) Award a Sole Source Contract to Afton Pumps, Inc.

EXPLANATION: On January 10, 2023, Council approved a task order for the engineering design of High Pressure Pump nine (HPP9) at the Water Treatment Plant - Membrane Plant 2 (M2) to enhance redundancy and provide full standby capacity of the three (3) Nanofiltration (NF) trains in M2. The intent of HPP9 is to provide a hard-piped, inline spare pump that can pump pre-treated raw water to any one (1) of the three (3) trains in Membrane Plant 2. The design includes a new cartridge vessel filter, a new variable frequency drive (VFD) and a new high-pressure pump.
By purchasing these materials in advance of the project start date, the Village will save taxes and reduce the project duration time which will reduce overall costs.
Staff is seeking authorization to:
1. Award a Contract to H.C Warner, Inc. for the Purchase and Delivery of a Cartridge Vessel Filter in the amount of $97,971.80.
On January 23, 2025, the Village released ITB 202507 on Demandstar. The solicitation was also posted on Palm Beach County's Legal Notice site and Wellington's website. On February 26, 2025, the Village received one (1) proposal from H.C Warner, Inc. meeting the required specifications.
2. Award a Contract to Peninsular Electric Distributors for the Purchase and Delivery of a VFD in the amount of $60,909.60.
