EXPLANATION: 1) Pursuant to RFQ# 202113, on May 11, 2021, the Village Council awarded a continuing Construction Manager at Risk (CMAR) contract to Wharton-Smith, Inc. Staff is seeking to authorization to execute an amendment providing a Guaranteed Maximum Price for the Membrane Plant 2 Expansion Project in the amount of $2,775,015 which includes $150,000 in owner-controlled contingency.

The Utility operates three (3) separate water treatment plants on the water plant site that can provide up to 12.3 million gallons per day of potable water to its customers both in and outside of the Village boundaries. Two types of water treatment technologies are utilized, nanofiltration membrane treatment and conventional lime softening. The Utility has developed a strategic plan which includes transitioning away from lime softening to 100 percent nanofiltration membrane treatment. Membrane treatment is the best available technology and will address contaminants of emerging concern and upcoming enhanced regulations. The Utility is using an incremental approach to expand membrane capacity in multiple phases. Phases completed previously include the installation of membrane Train 7 under the Water Plant Renewal and Replacement Project, construction of Train 8 in Membrane Plant 2, and projects to construct additional high pressure pumps and post-treatment capacity to support the new trains.
