EXPLANATION: Staff is requesting authorization to utilize a Palm Beach County contract with Wynn & Sons Environmental Construction Co., LLC. to complete safety-related modifications to the existing roundabout on Stribling Road. These improvements will be completed in conjunction with the scheduled Stribling Road repaving project and are designed to enhance pedestrian safety and improve overall traffic operations. Palm Beach County executed their contract (Project #2022063) on March 14, 2023 and it expires September 13, 2026.

The scope of work includes relocating the existing pedestrian crossing further from the roundabout intersection, reducing the crossing from three lanes to two. This adjustment aligns with best practices in roundabout design and significantly improves pedestrian safety. The work will be coordinated with the upcoming roadway resurfacing effort, to avoid redundant construction and minimize community disruption.

The majority of the work is based on unit pricing available through the Palm Beach County contract. In addition to the contracted scope, a total of $31,000 in related work, including Maintenance of Traffic (MOT) and phased night work, plus the owner controlled contingency of $15,000 fall outside of the Palm Beach County contract. These services will be procured in accordance with Items Exempt from Competition #25 of the Village's Procurement Manual.
