ITEM: RESOLUTION NO. R2025-26 (IMPLEMENTATION OF SPEED DETECTION SYSTEM WITHIN SCHOOL ZONES)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL DESIGNATING EXISTING CODE COMPLIANCE STAFF TO SERVE AS THE CLERK TO THE LOCAL HEARING OFFICER FOR PURPOSES OF IMPLEMENTING A SPEED DETECTION SYSTEM WITHIN SCHOOL ZONES AS PROVIDED BY CHAPTER 316, FLORIDA STATUTES, AND SECTION 22-40(C) OF WELLINGTON’S CODE OF ORDINANCES; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Approval of Resolution No. R2025-26 designating existing code compliance staff to serve as the clerk to the local hearing officer for purposes of implementing a speed detection system within school zones as provided by Chapter 316, Florida Statutes.

EXPLANATION: Wellington’s Council has adopted Ordinance No. 2024-14 establishing a speed detection system in school zones, as provided by Chapter 2023-174, Laws of Florida, and has elected to authorize traffic infraction enforcement officers to issue uniform traffic citations in order to enforce the provisions of the law. Section 316.1896(14)(b) requires a municipality that has made such an election to designate by resolution existing staff to serve as the clerk to the local hearing officer. The resolution designates the existing code compliance staff as the clerk to the local hearing officer.
