SUMMARY: On May 18, 2022, the Architectural Review Board (ARB) approved the exterior elevations, colors, materials and signage for the Publix at Courtyard Shoppes. Included in the approval was the repainting of the entire main inline building to match the color scheme of the new Publix. The roof color was to remain the terra cotta colors.
The Publix is nearing completion and last week during a routine inspection, staff noticed the roof of the main inline tenants was being painted a gray color. Staff immediately contacted the agent who told the painters onsite to stop. Unfortunately, there was a miscommunication with the property manager who gave the authorization to the painters to paint the roof. The existing roof tiles are not in good shape aesthetically as there were different color variations due to repairs and replaced tiles over the years. The new paint will give a uniform finish and protection from weather element. All outparcels within the Courtyard Shoppes also have gray roofs (Chase, Shell, Bank of America, and Wells Fargo).
The Publix is expected to open in the next few weeks. In order to avoid delaying the opening of the store, the applicant was advised that they needed ARB approval of the roof color as it was included in their approvals in 2022. If ARB votes to approve the updated elevations, staff recommends that the existing conditions remain in effect for the plaza, more specifically the following as they relate to painting:
1. The use of gloss or high gloss paint finish is prohibited. The approved colors, materials, architectural details/features, etc., shall not be substituted for any other option (including future repainting) without ARB approval.
2. Amended plans as needed and consistent with these conditions shall be provided to the Planning and Zoning Division for final ARB approval processing. Any modifications to this approval during permitting and/or construc...
