REQUEST: Authorization to renew an existing agreement with Clarke Aquatic Services, Inc. to provide aquatic vegetation control to canals and lakes Village-wide, at an annual cost of $451,413.83.

EXPLANATION: The Public Works Department currently contracts with Clarke Aquatic Services, Inc. to provide aquatic weed control for canals and lakes Village-wide. The initial term of the contract was for three (3) years, effective through December 11, 2015, with two (2) additional one (1) year renewal options. Staff is seeking authorization to exercise the second and final renewal option effective through December 11, 2017.

As part of the renewal process, and pursuant to language in the RFP document (RFP# 097-12/ED), Clarke Aquatic Services, Inc. has requested an increase of 7.5% of the annual value of the contract ($31,493.99). Based on documentation provided by Clarke Aquatic Services, Inc. (letter attached) the price increase request is attributed to additional costs associated with the treatment of Limnophila, a nuisance aquatic plant, currently present in the Village's lake and canal network. Clarke Aquatic Services, Inc. states that since the arrival of Limnophila in 2013 they have experienced a yearly increase in their overall chemical budget, resulting in the 7.5% price increase request.

Clarke Aquatic Services, Inc. has provided superior aquatic vegetation control services for the Village since 2010. Staff recommends exercising the final contract renewal option with Clarke Aquatic Services, Inc., with no change in service, inclusive of a 7.5% increase, effective December 12, 2016 through December 11, 2017.
