ITEM: ORDINANCE NO. 2014-30 (FISCAL YEAR 2014/2015 CAPITAL IMPROVEMENTS ELEMENT UPDATE)
AN ORDINANCE OF WELLINGTON, FLORIDA'S COUNCIL, UPDATING THE WELLINGTON COMPREHENSIVE PLAN BY INCORPORATING THE ANNUAL REVIEW AND REVISIONS TO THE CAPITAL IMPROVEMENTS ELEMENT TO REFLECT THE 2014/2015 THROUGH 2019/2020 FIVE YEAR CAPITAL IMPROVEMENT PLAN FOR LEVEL OF SERVICE PROJECTS; AND UPDATING THE SCHOOL DISTRICT OF PALM BEACH COUNTY CAPITAL IMPROVEMENT SCHEDULE; PROVIDING FOR CONFLICT AND SEVERABILITY; AUTHORIZING THE MANAGER TO UPDATE THE COMPREHENSIVE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE.
REQUEST: Approval of Ordinance No. 2014-30 revising the Capital Improvement Element (CIE) Schedule for Level of Service Improvements for Fiscal Years 2014/2015 to 2019/2020 (Table CIE 1) and the School District of Palm Beach County Capital Improvement Schedule (Table CIE 2) located in the Capital Improvement Element of Wellington's Comprehensive Plan.

EXPLANATION: Pursuant to Section 163.3177(3)(b) of Florida Statutes, local governments are required to undertake an annual review of the Capital Improvement Element to update the Five-Year Capital Improvement Plan for Level of Service projects. The update to the schedule is not considered an amendment to the Comprehensive Plan. Staff has conducted the review and is proposing the following changes to Table CIE 1 of the Comprehensive Plan:
* The ACME Improvement District 10 Year Flood Mitigation has been deferred and removed from the table as per direction of the Council.
* Additional funding sources were added to the South Shore Boulevard Phase III project to include Gas Tax and Drainage Assessments. The project includes expansion of existing roadway to a two-lane median roadway, re-align sidewalk and bridle trail and to raise roadway for improved drainage.
* The Reuse Water Distribution Expansion project was added for FY 2014/2015 and funded by collected water capacity fees for a total of $2,200...
