EXPLANATION: The attached Resolution provides for implementation of Section 106.07(2)(A)2 of the Florida Statutes, requiring the submission of Campaign Finance Reports through an Electronic Filing System. It further establishes requirements for the system, system access and usage requirements, describes applicable exemptions from Public Records Law and authorizes the Village Clerk to promulgate rules and other guidance related to the system.

The implementation of the Electronic Filing System will allow candidates and political committees to obtain the reporting forms electronically, submit reports before deadlines, as well as file amended reports when necessary. This will also allow a candidate, their designated campaign treasurer(s), a political committee agent, and members of the public to have access to the campaign treasurer's reports at all times.
