ITEM:                     FINAL ORDER OF DENIAL OF ORDINANCE NO. 2025-29 (ISLA CARROLL POLO AND RESIDENCES REZONING) 

 

REQUEST:                     To approve the Final Order of Denial of Ordinance No. 2025-29 (Isla Carroll Polo and Residences Rezoning).

EXPLANATION:                     At the February 24, 2026, Village Council Meeting, the Council failed to approve Ordinance No. 2025-29, resulting in a denial.  The Council indicated the reason for the denial was based on the following:

 

1.                     Non-compliance with Wellington’s Comprehensive Plan, specifically the Equestrian Element and Objective EQ 1.1 and Policy EQ 1.1.1.

 

2.                     Competent and substantial evidence to meet the burden of Wellington’s Land Development Regulations, specifically Section 6.8.8 - Equestrian Development, was not provided to demonstrate that the internal focus for the project was the equestrian amenity, which is required for Equestrian Developments within the Equestrian Overlay Zoning District.

 

3.                     The request was not in the best interest of the public.

 

Pursuant to 166.033 Florida Statutes, when a municipality denies an application for a development order, the municipality shall give written notice to the applicant, which shall include a citation to the applicable portions of an ordinance, rule, statute, or legal authority for the denial of the permit or order.
