ITEM: AUTHORIZATION TO AWARD A SOLE SOURCE CONTRACT FOR THE PURCHASE, DELIVERY, AND SERVICE OF FLYGT PUMPS
REQUEST: Authorization to award a sole source contract with Xylem Water Solutions USA, Inc. for the purchase, delivery, and service of Flygt pumps, with an estimated annual expenditure of $200,000.

EXPLANATION: The Utility Department operates 108 sewage lift stations, supported by approximately 216 pumps. These pumps are critical components of the Village’s wastewater collection system and are used to move wastewater through the collection network to the wastewater treatment facility. Reliable pump operation is necessary to maintain continuous wastewater service and help prevent system backups, overflows, and other service disruptions.
Flygt is one of two pump manufacturers utilized by the Department. Xylem Water Solutions USA, Inc. owns Flygt Corporation, and is the sole authorized vendor for Flygt products, including Original Equipment Manufacturer (OEM) parts. Xylem is also the sole authorized provider of Flygt repair and warranty services in the State of Florida, east of the Apalachicola River.
Xylem Water Solutions USA, Inc. stated in their Sole Source Letter, that they have no objections to the Village utilizing pricing from existing municipal contracts within the State of Florida, including the Jacksonville Electric Authority (JEA) Contract # JEA12781.
The JEA contract provides for a 10% discount off list pricing for pumps, spare parts, and accessories and 15% discount off list pricing for parts supplied as part of repair services performed by Xylem.
