ITEM: AUTHORIZATION TO UTILIZE A CITY OF WEST PALM BEACH CONTRACT FOR A PERMIT AND INSPECTION FEE EVALUATION

EXPLANATION: The Planning, Zoning, and Building Department is seeking authorization to utilize a City of West Palm Beach contract with Raftelis Financial Consultants, Inc., as a basis for pricing, to provide consulting services to assist the Village in the evaluation of permit and inspection fees for Building, Engineering, and Utility permits. Raftelis will assist the Village with the following:
1. Updating the cost allocation analysis and revenue sufficiency evaluation of the permit and inspection fees to comply with provisions of Sections 166.033, 166.222, 553.791, and 553.80, Florida Statutes.
2. The development of a cost recovery analysis and fee determination for the permit fees and miscellaneous/other inspection and service fees.
On February 3, 2026, the City of West Palm Beach approved RFP 24-25-217 MK/Contract No. 35352 for Utility Rate and Financial Consulting Services with Raftelis Financial Consultants, Inc., effective through February 2, 2029. The scope includes consulting services, which include but are not limited to budgeting and forecasting, utility ratemaking, management accounting, financing, rating agency and bonding assistance, organizational and other financial analysis of the Enterprise Funds and Municipal Services.
Staff recommends utilizing a City of West Palm Beach contract with Raftelis Financial Consultants, Inc., as a basis for pricing, for a Building Department fee evaluation, in the amount of $70,000.
