AN ORDINANCE OF WELLINGTON, FLORIDA'S COUNCIL  AMENDING CHAPTER 2, ARTICLE VI, 2-292 ENTITLED "REMOVAL OF BOARD AND COMMITTEE MEMBERS"; PROVIDING FOR CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; AND PROVIDING  AN EFFECTIVE DATE.  
 
REQUEST:  Approval on First Reading of Ordinance No. 2014-24.

EXPLANATION:  Proposed amendment to Chapter 2, Article VI, Section 2-291 entitled "Meetings" and Section 2-292 entitled "Removal of Board and Committee Members" of the Wellington Code of Ordinances.  
 
This proposed amendment clarifies the term "excused absence", amends the grounds for removal of board and committee members for reasons other than absenteeism and failure to maintain the requirements for being a board member, removes the appeal process associated with removal of board and committee members, and adds a provision relating to the ineligibility of the member to be reappointed for a period of two years following the effective date of removal. The Council previously adopted Ordinance No. 2011-10 which, in part, established the procedure for removal of board and committee members for reasons other than absenteeism by a majority vote of the Council.  Council has requested that these sections of the Code be amended.
 
Because of the substantial changes made at the last Council meeting to the proposed ordinance and the inclusion of proposed changes to Section 2-291, the ordinance is being presented again as a first reading.
