ITEM: AUTHORIZATION TO AWARD A CONTRACT FOR THE 40TH STREET C-4/C-24 CULVERT PROJECT TO THE EDDIE HUGGINS LAND GRADING CO, LLC ASSOCIATED WITH THE 40TH STREET PROJECT, AND TO APPROVE RESOLUTION NO. R2016-79 WHICH AMENDS THE FISCAL YEAR 2017 BUDGET AND APPROPRIATES THE FUNDS FOR THE PROJECT EXPENSE
A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL AMENDING THE ACME IMPROVEMENT DISTRICT FUND MAJOR MAINTENANCE BUDGET FOR FISCAL YEAR 2016-2017 BY ALLOCATING FUND BALANCE TO THE 40th STREET CULVERT PROJECT; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Authorization to award a contract for the 40th Street C-4/C-24 Culvert project to The Eddie Huggins Land Grading Co, LLC associated with the 40th Street project, and to approve Resolution No. R2016-79 which amends the Fiscal Year 2017 Budget and appropriates the funds for the project expense.

EXPLANATION: The 40th Street construction project is being developed in accordance with the Grand Prix Acres Master Plan. The project is currently under construction by Eddie Huggins Land Grading Company who is under contract with Wellington Equestrian Partners.
In association with the construction of this project, the Engineering Department recommends that the existing 72" corrugated metal storm drainage pipe between the C-4 and C-24 canals be replaced with a 72" reinforced concrete pipe with concrete headwalls. The existing corrugated pipe is located under the future roadway. The pipe replacement which is part of the Acme capital improvement plan provides for the long term operation and maintenance of the Acme surface water management system. Since the roadway is currently not open to the traveling public, we recommend completion of this work while there is no traffic to maintain or impact as well as prior to the completion of roadway construction so as not to impact roadway improvements made as part of the 40th Street project.
