REQUEST: Authorization to award a contract to Arbor Tree and Land, Inc. DBA ATL Diversified to provide demolition services for the Little Ranches Bridge in the amount of $431,484.00.

EXPLANATION: There is an existing abandoned two-lane bridge over the C-51 Canal that, at one time, was the only access into the Little Ranches subdivision from Southern Blvd. for many years. In 1997, that bridge was replaced with a new three lane bridge approximately 500 feet north of the old bridge. Since then, the Old Little Ranches Bridge has been abandoned and has remained an eye sore for 29 years since the new bridge was installed in 1997. The removal of the bridge is beneficial to the Village, the Little Ranches community, and the South Florida Water Management District.

The Engineering Department is seeking authorization to award a contract for Little Ranches Bridge demolition to Arbor Tree and Land, Inc. DBA ATL Diversified. The scope of work includes mobilization, demobilization, demolition and removal of the existing bridge superstructure and substructure, installation of a double turbidity barrier and corrugated metal pipe stilling well in the canal, and rock rip rap for canal bank refurbishment. The project is slated for completion within 120 days from the Notice to Proceed, with a 90-day goal for Substantial Completion. The Village received a Blighted and Distressed Property Clean-Up Grant from the Solid Waste Authority of Palm Beach County in the amount of $162,260 to partially fund this project.

On April 30, 2026, the Village released Invitation to Bid (ITB) #016-26/MS for the Little Ranches Bridge Demolition, seeking qualified firms to provide such services. The solicitation was publicly advertised on Euna OpenBids (formerly known as DemandStar) and Palm Beach County's Legal Notice site.
