ITEM: 1) APPROVAL OF RESOLUTION NO. R2025-12 AMENDING THE FISCAL YEAR 2024-2025 GAS TAX CAPITAL FUND BUDGET FOR FLORIDA DEPARTMENT OF TRANSPORTATION LOCAL AGENCY PROGRAM AGREEMENT FUNDS AWARDED TO THE GREENBRIAR BOULEVARD REBUILD & BICYCLE LANES PROJECT; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: 1) Approval of Resolution No. R2025-11 to enter into a Local Agency Program Agreement with the Florida Department of Transportation for Greenbriar Boulevard Rebuild & Bicycle Lanes Project; and 2) Approval of Resolution No. R2025-12 amending the fiscal year 2024-2025 Gas Tax Capital Fund Budget for Florida Department of Transportation LAP Grant funds awarded to the Greenbriar Boulevard Rebuild & Bicycle Lanes Project; and providing an effective date.

EXPLANATION: The Greenbriar Boulevard Rebuild & Bicycle Lanes Project is located on Greenbriar Boulevard between Aero Club Drive and Greenview Shores Blvd. The project is approximately 1.9 miles in length.
The project includes the addition of approximately 3.8 miles of 5ft wide bike lanes, mill and overlay of the entirety Greenbriar Blvd., and drainage improvements. The project plans are provided as Exhibit "A".
Wellington has completed the design and LAP certification process for the project and now must enter into the LAP Agreement (attached as part of R2025-11) to move forward with procuring the project. If Council approves the agreement, staff will move forward with the construction contract procurement process. This project will be brought back to council for final consideration once the procurement process is completed.
The funds for this project will come from the Road & Pathway Circulation Expansion Program (attached as part of R2025-12). The total estimate cost is $4,0...
