ITEM: AUTHORIZATION TO UTILIZE A CITY OF BOYNTON BEACH CONTRACT FOR LIME SLUDGE HAULING AND DISPOSAL SERVICES
REQUEST: Authorization to utilize a City of Boynton Beach contract (Re-Bid UTL24-002) to Devland Site Paving and Utilities Inc. for Lime Sludge Hauling and Disposal services, in the amount of approximately $120,000.00.

EXPLANATION: The Village of Wellington Utility owns and operates a 4.5 MGD Lime Softening Plant. Lime sludge is a byproduct of the lime softening treatment process. In order to prevent plant interruptions, the Utility needs to ensure that the sludge is removed from the plant at routine intervals. Historically, lime sludge was used by third parties to stabilize road base and horse rinks. The Village provided the sludge to third parties for free provided they hauled the sludge from the plant. Unfortunately, lime sludge is no longer used for road stabilization. Additionally, it has become less desirable for rink stabilization as well. As a result, the Utility now has to pay a third party to haul and dispose of the sludge. This Term Contract secures a firm fixed price for the transporting and disposal of lime sludge from the Village of Wellington Water Treatment Plant located at 1100 Wellington Trace.
On October 26, 2023, the City of Boynton Beach released Re-Bid UTL24-002, Hauling and Disposal of Lime Sludge, seeking qualified haulers to provide such services. The bid was awarded to Devland Site Paving and Utilities Inc. The initial term of the contract is two (2) years effective February 5, 2025 through February 6, 2026 with three (3) potential one-year renewals.
