A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL APPROVING AND ADOPTING THE EQUESTRIAN TRAILS CIRCULATION MASTER PLAN, AND APPROVING THE IMPLEMENTATION OF THE EQUESTRIAN CAPITAL IMPROVEMENT PROJECTS TO WELLINGTON'S CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEAR 2024/2025- 2026/2027; AND PROVIDING AN EFFECTIVE DATE.

EXPLANATION: The Equestrian Preservation Element in Wellington's Comprehensive Plan identifies an equestrian trail circulation plan as a key component within the Equestrian Preserve Area (EPA) to improve the safety of both motorists and equestrians. In recognition of the importance of the equestrian trails circulation plan, the Element established policies for the regular review and update of the circulation plan.
The Equestrian Trails Circulation Master Plan recommends capital improvements that improve equestrian safety. Various Wellington departments continue to evaluate the mobility system, evaluate pathway improvements, review trail usage and conditions, highlight points of improvement, and develop a list of recommended capital projects with cost and implications time frames. This latest review is an update of the 2016 Equestrian Trails Circulation Master Plan which provides the Equestrian Preserve Committee's recommendations for equestrian trail improvements and new projects to be added to Wellington's FY 2024-2027 Capital Improvement Program.
The update of the plan was presented to the Equestrian Preserve Committee (EPC) on September 6, 2023, and March 6, 2024. The EPC members emphasized the importance of improving safety along the trail and roadway network with recommendations to add additional signage.
