REQUEST: Authorization to award contracts to Thompson Consulting, LLC and Rostan Solutions, LLC to provide the Village with disaster related debris management and support services.

EXPLANATION: On March 11, 2026, the Village released RFP#012-26/DZ, seeking qualified firms to provide disaster related debris management and support services. As part of the solicitation, firms are required to have knowledge in Federal Emergency Management Agency (FEMA), Federal Highway Administration (FHWA), State of Florida, and other federal agencies', regulations, guidelines and operating policies. The firms shall support the Village during a disaster recovery effort and will be responsible for the overall monitoring of debris collection and provide consulting services to assure that the Village has the necessary compliance and documentation to support full reimbursement for all eligible disaster related recovery costs from FEMA, FHWA, the State of Florida, and all other federal agencies.
One April 2, 2026, three proposals were received. On April 15, 2026, after independently reviewing each proposal, the selection committee scored and ranked each as follows:

The criteria for ranking each vendor included: Qualifications and Experience of the Firm, Technical Approach and Methodology, and Fees to Perform Services. Based on the rankings, the selection committee recommended awarding a primary contract to Thompson Consulting, LLC, the highest ranked proposer, and a secondary contract Rostan Solutions, LLC.
The term of the contract shall be for five (5) years from the date of award, and by mutual agreement the Village and the awardee(s), be renewable for two (2) additional one (1) year periods.
