ITEM: AUTHORIZATION TO AWARD A CONTRACT FOR ON-DEMAND RIDESHARE TRANSPORTATION SERVICES
REQUEST: Authorization to award a contract to Beefree, LLC. DBA Freebee for on-demand rideshare transportation services in the amount of approximately $210,462.72 annually.

EXPLANATION: Since 2010, the Village has provided a limited transportation program for senior residents sixty-two (62) years of age and older. In an effort to expand the program, and offer transportation services to all Wellington residents, the Village released RFP #202340 seeking qualified vendors to provide such Services on October 16, 2023. On November 29, 2023, three (3) responsive proposals were received. On December 13, 2023, after independently reviewing each proposal, the selection committee scored and ranked each as follows:

The criteria for ranking each vendor included: Qualifications and Experience, Technical Approach and Methodology, and Fees to Perform Services.
Based on the rankings, the selection committee recommended awarding a contract to Beefree, LLC. to provide on-demand rideshare transportation services to all Wellington residents. Beefree, LLC. is based in South Florida and has been in business since 2012. Successful reference checks were received from governmental entities such as City of Aventura, City of Miami Beach, City of Miami Lakes, and City of Virginia Beach. Beefree, LLC. currently has 300 full time employees, over 150 vehicles in service and over 35 municipal contracts.
The ride share transportation service will include the following:
* Monday through Saturday service from 8:00am to 5:00pm
* Two (2) fully electric vehicles
* Unlimited rides
* Mobile app
* Option to request service via dispatch/call in
* Door to door on demand service
* Custom dashboard with ability to display performance metrics in real time
* Single or shared use service
