REQUEST: Authorization to renew existing contracts with C.A.P. Government, Inc., as the primary vendor, and Nova Engineering & Environmental, LLC., as the secondary vendor, for planning, zoning and building inspection services in the amount of approximately $115,000.00 annually.

EXPLANATION: The Planning, Zoning and Building Department provides plan reviews for residential and commercial building applications and inspection services to include building, plumbing, electrical and mechanical HVAC for structures in which permits have been issued. In an effort to maintain excellent customer service and be responsive to the Village residents' needs, outside inspectors may be required on an as-needed basis.

On January 21, 2021, Council awarded ITB #202103 to C.A.P Government, Inc. as the primary awardee, Nova Engineering & Environmental, LLC, as the secondary awardee, and M.T. Causley, LLC as the tertiary awardee. The initial term of the contract was for three (3) years with the option to renew for two (2) additional one (1) year terms.

As part of the renewal process, the tertiary awardee (M.T. Causley, LLC) proposed price increases. The primary and secondary vendors agreed to renew with their original bid rates. Based on this, staff recommends foregoing the renewal option with M.T. Causley, LLC.

Staff requests authorization to exercise the first renewal option with C.A.P Government, as the primary awardee and Nova Engineering & Environmental, LLC, as the secondary awardee through January 11, 2025 with no price increases.

Prior year expenditures for these services are $112,525.00.
