ITEM: AUTHORIZATION TO AWARD A SOLE SOURCE CONTRACT FOR THE PURCHASE OF A CONVAULT FUEL STORAGE TANK

EXPLANATION: The Village's Wastewater Treatment Plant (WWTP) utilizes a 12,000-gallon ConVault diesel fuel storage tank that supplies fuel for the standby generator engine. The existing tank has developed leaks and is not able to be utilized at full capacity. Replacement of the 16-year-old tank is required to maintain reliable backup power for plant operations.
ConVault fuel tanks are above-ground storage systems that are made of a primary steel tank inside a thick, reinforced concrete vault with built-in secondary containment. Their primary advantages include superior fire protection, ballistic resistance, safety, environmental compliance, and low maintenance. Georgia Pacific Concrete and Precast is the sole producer of the specified ConVault tank for the Southeastern United States, and Oxford Tank is the authorized dealer for this equipment. The Village is purchasing the tank directly to replace the failed unit in kind.
By purchasing the tank now, the Village will reduce overall project costs and project duration. The current lead time for the tank in 16 weeks. The installation of the tank will be completed by another vendor and will be brought to Council at a later date.
Staff recommends awarding a Sole Source Contract to Oxford Tank for the purchase of a ConVault fuel storage tank in the amount of $111,492.00.
