ITEM: RESOLUTION NO. R2026-47 (TRAFFIC SIGNAL AT BINKS FOREST AND BENT CREEK)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING THE FULL-TIME OPERATION OF THE TRAFFIC SIGNAL AT BINKS FOREST DRIVE AND BENT CREEK ROAD; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Approval of Resolution No. R2026-47 adopt a resolution expressing its desire to request full-time, 24-hour operation of the traffic signal at Binks Forest Drive and Bent Creek Road.

EXPLANATION: The Village of Wellington and Palm Beach County executed an Interlocal Agreement providing for certain traffic control authority within the Village of Wellington by Palm Beach County, terms pertaining to roadway maintenance and responsibilities of certain Devices, R2023-1527, dated October 17, 2023
The traffic signal at Binks Forest Drive and Bent Creek Road currently operates only during designated school hours. Wellington has received concerns from residents regarding sight distance and the safety of motorists navigating the intersection when the traffic signal is not operating.
In response to these concerns, Wellington retained traffic engineering consultant Simmons & White, Inc. to conduct a sight distance review of the intersection. Based on its evaluation, the consultant concluded that operating the existing traffic signal on a full-time, 24-hour basis would provide safer passage through the intersection and that the change in operation would not adversely affect motorists' expectations or traffic operations along Binks Forest Drive.
The findings of the study were presented to the Village Council at its August 24, 2026 workshop. Staff advised Council that it supported the consultant's recommendation and would return with a resolution requesting implementation of full-time signal operation.
Because Palm Beach County exercises traffic regulatory authority over the signal pursuant to the Interlocal Agreement, the County Traffic Engineer requested that the Village Council formally adopt ...
