REQUEST: Approval of Resolution No. R2016-77 (adopting a revised Public Purpose Expenditure Policy) and repealing the Village's existing Public Purpose Expenditure Policy - Resolution No. R2013-51.

EXPLANATION: In 2013, The Village adopted a Public Purpose Expenditure Policy, under Resolution No. R2013-51. The policy, as adopted, does not address the Village Manager's authority to conduct meetings that serve a public purpose and that may extend through breakfast, lunch, or dinner. The revised policy (attached) would allow the Village Manager authority to conduct Village business that extends through breakfast, lunch or dinner, where the primary purpose of the meeting or activity is not a meal. Any such expenditure would be reimbursable under the revised policy; however, any such expenditure shall require the approval of the Village's Director of Financial and Administrative Services.

The Village has sought direction from the Palm Beach County Office of Inspector General (OIG) regarding the policy revisions. The OIG has agreed that such revisions reflect the Village's intent of adding controls over the Manager's purchases during meetings that may extend through breakfast, lunch, or dinner. While the OIG generally does not provide feedback on a municipality's policy, they work to ensure that the municipality is following its own policy.
